New legal framework: Spain bans HHC and other semi-synthetic cannabinoids – what does this mean for you?

As of today, April 23, 2025, Order SND/380/2025 , published in the Official State Gazette, has come into force, prohibiting the manufacture, distribution and sale of a series of semi-synthetic cannabinoids , including HHC, HHC-O, HHCP, THCP and THCA , as they are considered substances with potential health risks and without recognized therapeutic uses.

Which cannabinoids have been banned?

The new regulation includes them in List II of Annex 1 of Royal Decree 2829/1977 , which means they are now subject to strict legal control . The affected compounds include:

HHC (Hexahydrocannabinol)

HHC-O (HHC Acetate) 

HHCP (Hexahydrocannabiphorol)

THCP and its derivatives

THCA (Tetrahydrocannabinolic Acid)

And other recently emerged semi-synthetic cannabinoids.

These decisions are based on reports from the World Health Organization (WHO) and resolutions from the UN Commission on Narcotic Drugs , which warn about their toxicity profile, abuse potential, and the lack of clinical evidence regarding their safety or therapeutic efficacy .

What if you've already purchased HHC?

It's important to know that, as of today, their sale and distribution are prohibited , and their possession could have consequences if it's considered intended to be trafficked. We recommend not purchasing any more products containing these substances and opting for legal and safe alternatives like CBD .

A major change in the sector

HHC , in particular, has been one of the most sought-after cannabinoids in recent months. Its popularity grew rapidly due to its similarity to THC in effects, despite being a semi-synthetic compound. The new regulations mark a turning point in the regulation of this type of product in Spain.
